Canadian Bureaucracy out of control
The Saskatchewan Coalition Against Racism (SCAR) is troubled, but not surprised, by the findings of a Labour Board hearing into the complaint of Public Works adviser, Douglas Tipple. “One should be shocked to hear of the lengths that highly placed bureaucrats and politicians have stooped to in this case,” said Bob Hughes, SCAR spokesperson, “but we have seen all of that and more in the case of Canadian scientist Dr. Chander Grover who has endured 23 years of psychological torture, defamation of character and racial discrimination by officials of the National Research Council (NRC) and other leading government agencies.”
Like in the Tipple case, when Dr. Grover’s complaints have been scrutinized in judicial hearings such as Human Rights Tribunals and Labour Board hearings, the evidence directly contradicts the negative impressions that NRC officials and their “hired guns” have attempted to smear Dr. Grover with . “Dr. Grover’s complaints have been vindicated by two Canadian Human Rights Tribunals and countless other Labour Board and court hearings processes, yet now, 23 years later, his nightmare is continuing,” said Hughes.
Also, similar to the Tipple case, what started out as a case of discrimination of Dr. Grover by civil servants within NRC widened to include officials from the Privy Council, Justice, Treasury Board, Industry Canada and most shockingly, the Office of the Auditor General! “Documents that we have obtained from Freedom of Information reveal that Auditor General Sheila Fraser secretly became involved in the Grover case in 2003 and made suggestions that directly contributed to a major portion of the taxpayers’ money that has been wasted to deny Dr. Grover justice in this case. That cost is estimated to be more than 60 million dollars up to the present time!
Cases such as the Tipple case and that of Dr. Grover reveal a bureaucracy out of control and a “convenient conspiracy of silence” of MP’s who continue to shirk the responsibilities of their office. Bring on the Public Inquiry!
